Registration of Marriage – Solemnization in a place other than Registrar Office

Once we have decided the venue for wedding, the next step is to send in an application to National Registration Department of Malaysia (NRD) for registration of marriage. As we want to have our solemnization somewhere other than the office of the Registrar, we have to apply for a license.

If you have done some research on this, you should have known that the process is very tedious and troublesome. Even until 1 week before our wedding date we still have no idea whether the officer would be coming or not. The instructions given by NRD were unclear and we’ve hit a snag due to that. Below are the information from NRD’s website:

Registration Of Marriage For Non-Muslim Applicants General Information

7. A licence as listed below, if applicable, have to be submitted with the application for marriage except for the application for a licence using Form JPN.KC01E is to be submitted after the application of marriage at NRD.

7.5. Application for a licence to solemnise marriage in a place other than the office of the Registrar is to be made using Form JPN.KC01E (subject to the approval of the Chief Minister or Menteri Besar). A fee of RM500.00 will be charged if approved.

7.6. The licences JPN.KC01C, JPN.01D and JPN.KC01E are valid for one month from the date of approval.


Required Documents For Malaysians:

  1. Form JPN.KC02
  2. Photocopy of MyKad per applicant
  3. One (1) colour passport-sized photograph per applicant.
  4. Photocopy of both your witness (to be submitted after officer’s approval)

So what are the steps that we have gone through?

  1. Visited NRD Putrajaya 4 months before wedding date but was directed to NRD Shah Alam because of the address of ROM is in Selangor but not Wilayah Persekutuan
  2. Change address in IC because I am a Johorean and I have to send in a separate application to NRD Johor if I don’t change my address to Selangor
  3. Complete Form JPN.KC02
  4. Submit Form JPN.KC02 together with photocopied IC and passport size photo
  5. A notice of civil marriage is filed for 21 days
  6. Until a week before the wedding date, NRD confirmed the availability of officer and asked us to submit Form JPN.KC01E, with commissioner of oaths declaration (For NRD Shah Alam, just cross the road and there is one solicitor Kevin & Co. will do it for you for RM4).
  7. 5 days before the wedding date, submit witness’ IC, pay RM500 license fees & RM20 for marriage certificate, and get the contact of your officer.
  8. Wedding day! Enjoy the happiness!

After all, it was a pleasant experience for having an officer to register for your marriage somewhere other than NRD office or temples. Despite all these tedious procedures we have had a splendid wedding. Although you will be extremely nervous when you still couldn’t get a confirmation from NRD and it is only few days left to your wedding, just bear with it for a little while and you will be alright!
